The 29-year-old World Cup winner moves to the Serie A with Roma for a reported €26.65m, signing a four-year deal with the 'Giallorossi'.
There is also potential for €4m worth of add-ons to the deal, which will depend on both club and player performance.
N'Zonzi will take up the No. 42 shirt for the coming season, which begins on Sunday for Roma away to Torino.
Speaking to Roma's official site, N'Zonzi remarked: "I feel very happy to be here, and to be a new Roma player.
“I always want to improve – regardless of age, the most important thing is to give your best and work hard. I want to do that, to become a better player and help the team with my play and experience.”
In previous years, N'Zonzi has played in the Premier League for both Blackburn and Stoke City, as well as being an integral part of Spanish side Sevilla for the last three seasons.
Roma's sporting director, Monchi, also praised the new signing: “Steven is a footballer with a mix of physical and technical qualities that we think will really add to the players that we already have here.
“With his arrival, we have even more quality and competition in midfield.”
